It is also relevant to interviews conducted with internal and external contacts in relation to investigations and inspections. This includes both formal and informal.

This module is about skills of risk assessment and risk management in all working environments. It includes the ability to identify and manage hazards and risks in line with external regulations and organisational policy and the formal recording systems relating to role.
This module is about the objectives, goals, values and policies of your organisation. It concerns your role in promoting a positive image, building relationships, implementing policies and systems of work, and contributing to continuous improvement within the requirements and authority of your role.
This module includes skills involved in planning and managing operational incidents. This includes pre-planning, implementation of plans and adjustment of plans to meet changing priorities of the incident.
This module covers skills and techniques required in respect of investigations undertaken in your role. This may include investigations of incidents, fire safety, accidents, discipline and welfare. It will include informal and formal investigations.
This module is about methods and techniques for formal report writing. This will include the formal written presentation of the results of an investigation, inspection or issues that you have specifically been asked to explore.

This module relates to abilities to plan and lead meetings which are both internal and external, formal and informal. It includes meetings for the purpose of information giving, information collecting, debriefing, promotion and education with local community. It also includes meetings with individuals and groups.
This module relates to the application of legal, statutory and organisational requirements relating to the management of people for whom you have responsibility. It includes grievance and disciplinary procedures and their formal application in the workplace.
This module is about the ability to access information from a wide range of sources, to support incident investigations, to prepare watch and station plans, and to collate information about your community. This includes both internal and external sources of information and methods of access.
This module is about the ability to present a range of information in a variety of formats to individuals, teams and community groups. This will include presentations for the purpose of informing, advising, educating, motivating or developing people and presenting recommendations and conclusions.
This module is about applying a range of methods and techniques to anticipate, prevent, diffuse and resolve potential and actual conflict situations. This includes situations which may arise in operational and non-operational contexts and contact with people from within and outside your organisation.
This module is about control of physical resources including equipment, materials, services, supplies, energy and time in order to maximise team performance. It includes monitoring use and condition of resources and making short and medium term recommendations for improvement
This module is about monitoring and control of costs and factors affecting cost within an individual's own role and responsibility. It includes knowledge and application of a range of control measures relating to budgets.
This module is about the skills and knowledge required to conduct inspections including legal, regulatory and advisory inspections. This includes: Inspections, in structures, plant and equipment, and substance storage for legal, regulatory and advisory purposes Inspections of fixed installations, water supplies, for operational, pre-planning and advisory purposes Inspections of plans for local development for example new buildings, road schemes Internal - health and safety inspections
This module is about the skills and knowledge required to conduct investigations. This includes investigations: For health and safety, incidents, discipline, complaints, meritorious conduct, welfare, employment or personnel issues Which take place at local, organisation or community level Self initiated or on direction of the relevant functional manager
This module is about the skills and knowledge required to present evidence at formal proceedings. This includes: Public enquiries Magistrates and Crown Court Coroners Court Employee Tribunals Medical hearings and appeals Discipline hearings Planning enquiries and disputes Appealing on behalf of appellant, respondent, accused or the Crown As expert of non-expert witness

This module is about skills and knowledge in monitoring and/or taking control at incident in progress. It includes: Collecting information on the incident status and current plans to resolve Supporting current incident commander to resolve the incident This may include taking over command of the incident as demanded by the level of risk and/or complexity of the developing incident.

This module is about best practice principles of project management and will relate therefore to all types of projects including internal, interagency, local, regional and national. The module focuses on an overview best practice in planning, preparing, co-ordinating, managing, closing and evaluating. It is supported by other modules which provide more detail on planning, management, closure and evaluation. This module is mainly knowledge based.
This module is about applying best practice principles and required skills to plan projects. This will include: Defining scope, definition Preparing detailed project plan Planning resources - people, finance, accommodation, equipment, support staff Establishing communication channels and methods Setting up project documentation using appropriate project management tools This will include the following types of project: a) internal b) cross-functional c) regional d) national e) inter-agency f) community based

This module is about planning, preparing and setting up quality assurance systems to meet the needs of functions and organisations. It includes establishing relevant documentation, communication and monitoring systems, identifying resource requirements and obtaining agreement for the system to be implemented.
This module is mainly knowledge based and aims to establish understanding of principles and practice in relation to QA. It includes developing an awareness of a range of QA systems at national level e.g.. ISO 9000, Best value, Charter Marker and an understanding of organisation models based on national guidelines. It also includes developing an understanding of: a) the importance of QA within organisations b) models and their application within organisations c) key principles underpinning introduction, implementation and evaluation of QA systems
This module is about action required to maintain compliance with quality assurance systems on a day to day basis. It includes planning for audit.
This module is about the skills of conducting an internal audit on an organisation's quality assurance system.
This module is about key principles of assessment and their application for: a) selection b) assessing potential c) assessing development needs d) assessing individual and team performance e) assessing for progression and promotion f) for certification (internal and external) g) change of employment status
This module is about day to day management of performance of people for whom you have line management and/or functional responsibility
This module is about identifying individual and team development needs and planning to meet needs using internal and external resources
This module is about skills of workplace coaching to improve individual and team performance. It also includes skills relating to mentoring and the role of the mentor in an organisation

This modules provides an experiential opportunity to explore and develop personal leadership by drawing from a range of leadership styles and models
This module is a peer group development activity which draws on experience and provide a forum for further development of decision making skills in both: Situations which require immediate decision crisis situation Situations which require analysis for decisions, which have long term implications This is an experiential, peer group module, which requires facilitation to enable sharing of experience and expertise. A peer challenge is required followed by review and analysis to aid personal review and development

This module is about developing the relevant level of knowledge and understanding concerning: Range of buildings and types of structure Range of materials used in buildings and structures The hazards and risks associated with different types of building construction The range of services and systems to be found in buildings and structures for fire and safety protection, both active and passive Operational considerations for a range of incidents where active and passive systems are in place It is suggested that this module includes a number of "sessions" - each capable of being accessed/delivered as a stand alone section. These will include: Common hazards and risks in buildings and structures, including ground, high level and underground Specific hazards and risks in each of the three locations above Methods of entry and access to buildings and structures
This module is about developing the relevant level of skills, knowledge and understanding to enable effective response to a wide range of incidents involving transport. It is suggested that this module includes a number of "sessions", each capable of being accessed/delivered as a stand alone section. These will include: Common hazards and risks within incidents involving transport The common range of equipment and resources used at incidents involving transport Specific hazards and risks within rail transport incidents Specific hazards and risks within aircraft/airport transport incidents Specific hazards and risks within motor transport incidents Specialist equipment/resources that is most often used at each of the transport incident types above Operational considerations and methods and techniques of resolving transport incidents PPE at transport incidents

This module is about developing the relevant level of skills, knowledge and understanding relating to informing and educating your community on: Fire safety and risks Action to take in the event of fire Other safety matters as defined by your organisation, this may include: - visits and events in your community - referring to requests for information - promotional events - liaison with other agencies
This module is about developing the relevant level of skills, knowledge and understanding. In relation to standard tests, general maintenance of operational and service equipment and access to emergency water supplies and includes: - checking - testing - conducting routine maintenance This includes operational appliances and PPE
This module is about developing the relevant level of skills, knowledge and understanding. In respect of driving operational vehicles to include the relevant vehicles for personal responsibilities: This module relates to emergency vehicles and their use for incident response. It includes relating to: Regulations for driving under blue light conditions Driving in a manner to promote a positive image The requirements for operational readiness of emergency vehicles Use warning devices - visual and audible It includes skills of driving and siting appliances at incidents. Specific licences/approval for types of vehicles will be required e.g.. HGV
This module is about the ability to monitor, manage and communicate the availability of human and physical resources for incident response. This refers to a control room environment and requires use of a range of communications and mobilising equipment available for this purpose, including both primary and fall back systems. This includes initial and on-going incident support.
This module is about the ability to collect, collate and communicate the correct type and range of information required to mobilise resources to meet the needs for different types of incidents at different locations, including special requirements. This is mainly a knowledge based module.
This module is about providing support and advice to callers, including emergency callers and those requiring operational advice. It also includes providing advice and information to operational staff, colleagues and other agencies
This module is about preparing information and reports for formal proceedings. This will include taking copies of recorded conversation and supporting documentation. It also includes attending court alone or with a senior officer
This module is about providing support to colleagues in this workplace to assist with their development. It may include preparing materials to brief and develop colleagues on a specific subject of personal experience or expertise. It may also include preparing handouts and supporting materials to assist learning with groups

Module relates specifically to the preparation, planning, conduct and reporting of individual fire safety visits. This will include visits undertaken in the following contexts/locations: Business premises Commercial premises Recreation premises Licensed premises Sleeping risk premises Open air venues and temporary structures And those premises included in fire safety legislation
This module relates to the provision of fire safety advice both on request and as part of fire safety activities. This includes advice in relating to legislative matters, interpretation and application of codes of practice, guides and guidance documents etc. It includes the provision of advice to other agencies, members of the public and internal stakeholders. Types of advice may include engineered solutions, provision of water supplies, and community fire safety issues (see module 063)
This module relates to management of specific fire safety functions relating to enforcement and advice activities. It includes targeting of safety visits, monitoring and evaluating the outcomes of enforcement and advice activities and reporting to appropriate authorities. It includes liaison with and understanding of the role of legal support departments
This module is about use of a range of methods of identify training needs for individuals and groups
This module relates to the design of structure, schedule and content for training and development programmes, working to a specification or needs. It includes selecting methods and means of delivery and incorporating detail of content, schedule, delivery arrangements with trainer notes, outline materials and methods for delivery.
This module relates to an in-depth understanding of key principles and practice for effective training and development. This includes the learning and training cycles, theories and their application, methods, techniques and styles for delivery and understanding of learning needs
This module relates to the identification, selection, design and testing of materials and aids to support training and development events. This will include a range of paper-based, computer-based or visual aids.
This module relates to the preparation and production of materials and learning aids for training and development events. It includes selection of the most appropriate type, style and format including paper based, computer based and other forms of development aid

This module relates to the formal presentation and delivery of training and development events to groups. This will involve use of a range of delivery methods, management of the group and will incorporate continuous monitoring and assessment of effectiveness
This module relates to personal skills in managing, motivating and supporting groups in a training and development setting. The module focuses on personal style and perceptive skills
This module relates to specific activities in respect of management of the T&D function. Generic management modules will be relevant. This module focuses on those aspects of management which ensure the relevance of the T&D delivery to organisational needs
This module is about the provision of advice and support for the development, testing and implementation of policies relating to the fire service
This module relates to planning and preparation for investigation of incidents involving fire or explosion. It includes: Establishing the purpose and scope of investigation Confirming circumstances, scene and related scenes Determining logistics, identifying equipment and resources, methods of investigation Liaison with other agencies and experts Planning and preservation of scene and evidence, route through scene, assessment of risks and gathering of relevant information Planning may be undertaken for the purpose of those investigations which are to be personally undertaken, or as part of a team for a more complex (level 3) investigation. Planning may take place prior to arrival at scene (pre-planning) and/or at the scene.
This module concerns the conduct of an investigation at the scene of a fire or explosion. This may include any or all of the following three levels of investigation: Level 1 - FDR1 Level 2 - comprehensive fire investigation report Level 3 - scientific investigation (as a team member) This will include: Identification, location and recording of source of ignition or explosion Identification of possible causes Identification of hazards and risks (structural and scene preservation) Analysis of effects of fire-fighting on the scene Identification, packaging, labelling and relevant transport of items and samples from the scene
This module concerns the gathering, collation and evaluation of information to support investigation of fire or explosion. It includes interviewing of witnesses and others involved, liaison with other agencies and gathering of documentary and photographic evidence - both at the scene and from other sources
This module concerns the formal reporting of investigation findings. It may include all of any of the following levels of report: Level 1 - FDR1 Level 2 - comprehensive fire investigation Level 3 - scientific report
Command support is a role undertaken by one or more staff at an incident. At large incidents this may include a dedicated team working from a mobile unit. This module examines the requirements for individuals operating in a specialist command support role and its importance in successful resolution of incidents
This module relates to the skills of collecting, verifying, summarising and communicating information in the specialist role of command support. Development activities associated with this module will relate to command support at incidents involving one or two people in the support role and to incidents requiring a team, sector support or mobile units.
