018 Conducting Inspections
Scope
This module is about the skills and knowledge required to conduct inspections including legal, regulatory and advisory inspections. This includes:
Inspections, in structures, plant and equipment, and substance storage for legal, regulatory and advisory purposes
Inspections of fixed installations, water supplies, for operational, pre-planning and advisory purposes
Inspections of plans for local development for example new buildings, road schemes
Internal - health and safety inspections
Skill Objectives
Plan and programme the full range of inspections specified in the scope for this module. This includes agree the purpose of the inspection, collect relevant information, make all arrangements with relevant people and schedule inspection activities.
Conduct the inspection
This includes make contact with relevant people, ensure they are informed of purpose and appropriate legislative or statutory requirements. Conduct the inspections in line with requirements for "duty of care" and set criteria set for the type and purpose of inspection. Confirm outcome and complete relevant documentation.
Report with conclusions and recommendations
This includes; produce both verbal and written reports including detail of outcomes of inspection, conclusions and recommendations (see module 0101 - report writing). This will include referral and recommendations to other agencies, internal and external. Follow up: this includes, where appropriate - further visits, ensure legal or regulatory notice is being maintained, further recommendations for action.
