High Potential Leadership Programme (HPLP)

This suite of guidance papers relate to the pilot High Potential Leadership Programme (HPLP) which took place between 2009-2011.

The papers provide information to Fire and Rescue Services on establishing a HPLP that will enable high potential individuals to undertake development in an intensive and managed way, with the aim of supporting candidates to progress into operational middle manager roles. The papers cover the process of establishing the pilot, including advertising, candidate selection, implementing, and evaluating the development programmes. This information may be helpful to Services that would like to run a similar programme and/or extract good practice outcomes from the pilot to implement at Service level.
